OSKE – The Centre of Expertise Programme

Business and new jobs from top-class expertise


The Centre of Expertise Programme (OSKE) is a special government programme. During the term 2007 – 2013, the programme is being implemented on a regional cluster-based model.

The programme promotes the utilisation of the highest international standard of knowledge in the regions in question. In the programme, support is being given to regional strengths, areas of regional specialisation and co-operation between centres of expertise.

The national programme involves 13 national Competence Clusters and 21 regional Centres of Expertise from different regions.

The TEKEL network in a key role in the implementation of the OSKE programme


TEKEL member centres have been closely involved in the implementation of the OSKE programme since its inception. In practice, most of the TEKEL members and science parks are operating as Centres of Expertise in their respective regions.

TEKEL member centres are in charge of most of the individual Competence Clusters. (See further information about the programme leaders of the Competence Clusters).

TEKEL’s Executive Director, Kyösti Jääskeläinen, serves as a permanent expert on the OSKE Committee. (See further information about the OSKE Committee).


TEKEL’s Centre of Expertise Team


TEKEL’s Centre of Expertise Team is a collection of Centres of Expertise in the TEKEL network. It develops OSKE activity and co-operation in the field. (See team contact information).
